HONOLULU—The Defense Information Systems Agency is on track to award a 10-year, multibillion dollar Defense Information Systems Network Transmission Services-Pacific (DTS-P) contract early next year. multibillion dollar Defense Information Systems Network Transmission Services-Pacific
(DTS-P) contract early next year.
DISAs DISN program office last year expanded DTS-P areas of coverage outside of
the Pacific to include places not covered by the DISN-Continental United States and
DISN-Europe contracts. The coverage includes the Pacific Commands and Southern
Commands areas of responsibilities, such as Alaska, Hawaii, Australia, Guam, Japan,
Korea, Singapore and Central and South America.
The contract will provide point-to-point transmission services that support digital
voice, data and video, as well as signal encryption capabilities. DTS-P will include
bandwidth leased services for half- and full-duplex transmission links ranging from T1 to
OC-48.
Were taking out contractors now to look at individual site locations so
that they can put together their bids, said Cmdr. Deborah Holzinger,
DISA-Pacifics DISN support chief in charge of transmission, data and switched
networks.
This is a straight transmission procurement, she said at the Armed Forces
Communications and Electronic Commands annual AFCEA-Pacific Conference.
Under the DTS-P program, DISA will select a single vendor for a fixed-price,
indefinite-delivery, indefinite quantity contract to provide transmission services to
support DISN users within the expanded Pacific region. Additional locations may be added
during the contract period.
Bids are due next month, with an award slated for March, Holzinger said.
Telecommunications giants such as AT&T Corp., MCI WorldCom and Sprint Corp. are
expected to submit proposals for the lucrative contract.
The winner of the DTS-P contract will be responsible for engineering, acquisition, site
surveys, installation, tests and operations and maintenance of all telecommunications
facilities and equipment.
