FTS IT Solutions program picks 10 vendors for $25 billion global ANSWER contracts

Ten vendors last month won contracts with a combined $25 billion ceiling under the Federal Technology Service's IT Solutions Concept of Operations program. Through ANSWER, which stands for applications and support for widely diverse end-user requirements, FTS will replace many contracts that underlie its Federal Information Systems Support program. Awarded by the General Services Administration's Pacific Rim Region on Dec. 30, the 10 indefinite-delivery, indefinite-quantity contracts will run for two base years with eight one-year options.

Through ANSWER, which stands for applications and support for widely diverse end-user
requirements, FTS will replace many contracts that underlie its Federal Information
Systems Support program. Awarded by the General Services Administrations Pacific Rim
Region on Dec. 30, the 10 indefinite-delivery, indefinite-quantity contracts will run for
two base years with eight one-year options.
The ANSWER contractors are Anteon Corp. of Fairfax, Va.; Booz, Allen and Hamilton Inc.
of McLean, Va.; Computer Sciences Corp.; Dyncorp. of Reston, Va.; EER Systems of Seabrook,
Md.; Information Systems Support Inc. of Bethesda, Md.; Information Technology Services
Corp. of Ventura, Calif.; Logicon Inc. of Torrance, Calif.; Litton PRC Inc.; and Science
Applications International Corp. of San Diego.
EER Systems is a woman-owned large business. Information Systems Support is a small,
disadvantaged 8(a) vendor, and Information Technology Services is a small business.
FTS, through its IT Solutions business line, will use its solution development centers
and client support centers to hold down the need for governmentwide contracts, said
Charles Self, assistant commissioner for the Office of IT Solutions.
ANSWER is an outstanding example of regional and central office
cooperation, he said. He said all FTS regions and client support centers, such as
the Federal Systems Integration and Management Center, will use ANSWER.
GSA Pacific Rim Region officials plan to work closely with the Army Corps of Engineers,
Los Angeles Air Force Base, Naval Weapons Station of Seal Beach, Calif., and ANSWER
vendors, said Cathy Paris, director of IT Solutions for the region.
