The Army faces challenges that are more complex than ever and demands access to accurate data to make informed decisions that serve the mission and control costs. In meeting those requirements, the Army built the Enterprise Management Decision Support system to help navigate its data trails, produce budget forecasts and perform financial what-if analysis.
Ten public sector IT projects were given special recognition last night at the annual GCN gala for excellence in IT innovation and teamwork. In addition to the winning projects, 10 projects were given honorable mention awards for projects that spanned federal, state and local government agencies.
They included the Department of the Army, which was recognized for its Enterprise Management Decision Support project. The Army faces challenges that are more complex than ever and demands access to accurate data to make informed decisions that serve the mission and control costs. In meeting those requirements, the Army built the EMDS to help navigate its data trails, produce budget forecasts and perform financial what-if analysis.

Moving to Cloud-Based Shared Services
California Natural Resources Agency
The California Natural Resources Agency depends on real-time data to respond quickly to disasters like flood, fire and drought. To supply the data it needed, CNRA’s IT team unified its IT organizations together with shared-services built on an internal private cloud. Today the agency has tripled its IT capacity, giving decision-makers on demand access to computer services and information.
Children’s Services Data Integration and Analysis
Virginia Office of Comprehensive Services
In 2012, Commonwealth of Virginia sponsored a project to identify services leading to safe, stable homes for youths in foster care. Child expenditure and assessment data were aggregated, identifiers created, and outcomes connected to reveal the impact on children of services funded through the Comprehensive Services Act. With it Virginia has gained significant capacity to ensure program accountability.
Florida Medicaid Eligibility System
Florida Department of Children and Families
Florida streamlined its electronic application process for family related Medicaid, real-time eligibility decisions and expedited processing of applications. Its existing online, customer-facing application was replaced to support streamlined applications that let customers know immediately if they are eligible for Medicaid.
National Intrepid Center of Excellence
Defense Health Agency
NICoE treats the invisible wounds of war: traumatic brain injuries and psychological health disorders. Using existing software and hardware along with collaboration with clinicians and researchers, NICoE deployed the NICoE Continuity Management Tool in 2014, enabling to collect more than 46,000 data points per patient.
One USDA
Department of Agriculture
Without a unified human resources IT strategy, the Agriculture Department faced obstacles to HR service delivery that hindered its cost and manpower savings. To address its fragmented customer service, the department chartered ‘One USDA,’ an HR enterprise solutions project that for the first time is providing uniform HR technology across all USDA agencies.
Ongoing Authorization Implementation
Department of Homeland Security
The Department of Homeland Security embraced dynamic Ongoing Authorization (OA), a process that uses automated testing and continuous monitoring to build a more robust risk handling process. As a result, DHS has seen the engagement of senior executives move from annual to weekly discussions on IT security risk.
Property Book Unit Supply Enhanced
Army CECOM Software Engineering Center
The Property Book Unit Supply Enhanced (PBUSE) system is a critical tool the Army uses to account for property and assets and meet congressional financial mandates. Originally fielded in 2002, PBUSE was upgraded in 2013, significantly reducing its footprint and response times of critical enterprise systems.
Cargo Export System
Customs and Border Protection
The Customs and Border Protection needed to move its export cargo processing application off of an expensive legacy mainframe system. The CPB was able to perform the transition in 16 months while adding critical features, including integration with a window system providing a single entry point for all government and trade stakeholders.
Washington Healthplanfinder
Washington Health Benefit Exchange
Under tight timelines and changing federal guidance, the Washington Health Benefit Exchange designed and implemented one of the most successful state-based insurance marketplaces in the nation, covering more than 1 million residents. The system infrastructure was built over 175 servers capable of accommodating up to 7,500 concurrent user sessions on the last day of the Open Enrollment FY14.
