At conference, 23 feds win IT honors
Connecting state and local government leaders
RICHMOND, Va.—G. Martin Wagner of the General Services Administration and Nada D. Harris, formerly with the Veterans Affairs Department, took home the top leadership awards last week at the Industry Advisory Council's Executive Leadership Conference. Wagner and Harris were among 23 federal employees honored by the Government Information Technology Services Board and IAC, a member of the Federation of Government Information Processing Councils.

Harris, formerly with the Veterans Affairs Department, took home the top leadership awards
last week at the Industry Advisory Councils Executive Leadership Conference.
Wagner and Harris were among 23 federal employees honored by the Government Information
Technology Services Board and IAC, a member of the Federation of Government Information
Processing Councils.
Wagner, associate GSA administrator for governmentwide policy, won for promoting
electronic commerce initiatives and for efforts to use IT to deliver services.
Harris, who recently retired as deputy assistant VA secretary for IRM, won for her
leadership in promoting IT collaboration between federal, state and local governments.
GITS Board chairman Greg Woods praised Wagner for being at the forefront on government
IT issues such as electronic commerce, smart cards, digital signatures and the Web.
Woods praised Harris for her work on the GITS Board and the Chief Information Officers
Council, where she promoted intergovernmental systems projects for delivering services.
She recently put together a year 2000 forum for county officials.
IAC and the GITS Board honored two proj-ect teams for promoting electronic government
projects:
Nine federal employees won awards for systems work:
Run by the HHS office, the national database helped state agencies find parents who owe
child support payments.
The team members were Ray Johnson, contracting officer with the Energy
Departments Federal Energy Technology Center; Dan Marsh, associate CIO for
implementation and training services at VHA; Jean Mulligan-Wasser, senior program manager
at GSAs Systems Management Services Center, and David Sutfin, chief of procurement
operations for the Interior Departments Minerals Management Service.
The team installed a $30 million computing infrastructure that integrates logistics,
procurement, personnel and financial applications.
The GITS Board and the CIO Council Liaison Support Team won special recognition for
coordinating governmentwide systems proj-ects. Five government employees shared the honor
for providing liaison services to the GITS Board:
