More than 50 agencies are working with the Office of Personnel Management on versions of Employee Express, online personnel applications.

OPM's 2-year-old portal lets federal employees manage most of their personnel information online by telephone or at a kiosk, after supplying a Social Security number plus a personal identification number.

Employee Express is destined to join up with the e-Payroll project, one of the Office of Management and Budget's 24 e-government initiatives.

'That's something that will happen down the road,' said Tom Caporizzo, director of military and civilian pay operations at the Defense Finance and Accounting Service.

Caporizzo is leading the development of e-Payroll, which will cull the government's 14 pay processing systems down to two or three that will interact with e-Payroll at OPM.

Employee Express, managed from OPM's Macon, Ga., facility, lets employees make allotments to savings bonds and the Thrift Savings Plan, choose health benefits, sign up for direct payroll deposit, and change federal and state tax withholding and home address information.

They can view their leave and earnings statements for the current pay period and two previous ones, as well.

'A lot of government agencies have their own version,' Caporizzo said. DFAS' site, Employee/Member Self Service, is similar to OPM's but also lets users view their W2 forms and financial statements.

'I prefer to go there rather than to the customer service representative assigned to me to make a change,' Caporizzo said.
Workers who use the self-service portals must have a 4.0 or higher version of Netscape Navigator or Microsoft Internet Explorer on their PCs, which must support JavaScript.
