The Office of Personnel Management has added three managers to its e-government staff.Director Kay Coles James hired Norman Enger to help lead OPM's five e-government projects, which include E-Clearance, E-Payroll, E-Travel, Integrated Human Resources and Recruitment One-Stop. Enger was a vice president at Computer Associates International Inc.Frye has spent more than three decades with the Air Force, in both active-duty and civil service positions. He's headed the SSG at Gunter Annex-Maxwell Air Force Base, Ala., since 1995. He joined the service in 1969.Frank P. Weber, deputy director for logistics and business operations for the Transportation Command at Scott Air Force Base, Ill., will replace Frye at SSG.NASA administrator Sean O'Keefe has named Paul A. Strassman as special assistant to the administrator for information management.Strassman's previous jobs include work for the Defense Department. In 1991, he became the first director of Defense information. In 1993, he received the Defense Medal for Distinguished Public Service. Strassman is president of the Information Economic Press and has written for Computerworld magazine since 1994.William E. Berry, deputy director of NASA Ames Research Center, is retiring after 35 years in government. During Berry's tenure at NASA, he helped create the NASA Astrobiology Institute and establish the NASA Research Park. He has been deputy director at Ames since 1997.Charles Keegan has taken the helm of the Federal Aviation Administration's Office of Research and Acquisitions. He succeeds Steven B. Zaidman, who retired as associate administrator for research and acquisition April 13. Keegan also will retain his current responsibilities for managing the agency's 10-year, $11.5 billion air traffic control modernization.
- Sandra Gibbs, until now an executive consultant with IBM Corp., will lead the HR initiative as senior project director.
- Janet Dubbert will be the project manager of the E-Payroll initiative. She was the Federal Energy Regulatory Commission's director of management, administrative and payroll support.
Robert Frye, executive director of the Air Force Standard Systems Group, will retire in September.
