The General Services Administration earlier this week released a request for proposals for a new federal acquisition management system to collect contracting data from all agencies.

The firm-fixed-price incentive contract is for three years with two one-year options and a potential for five award-term years. It could be worth $5.6 million over the first three years of the contract. Proposals are due Dec. 2 and an award is scheduled for mid-January. GSA officials hope to start moving to the new system in October 2003 from the current Federal Procurement Data System..

The contract calls for a vendor to provide a Web portal that lets agencies, bureaus and contracting offices enter batch data and make real-time data transfers. The system would allow users to add, change, save partially completed entries and delete data, provide a date-and-time stamp for each change, and track the history and source of all data transactions.

The system also would provide reports and analysis on all historical and current data, post federal procurement data within 30 days of the end of the previous quarter and allow users to pay a fixed fee for each report generated.

The RFP requires the system to handle 10 million to 13 million transactions a year, support up to 10,000 concurrent users and return online reports within 10 seconds. The system also must interface with the Defense Department's Central Contractor Registration system, the automatic contract writing system and eventually the E-Catalog governmentwide acquisition contract Web site.
