Two Defense Department undersecretaries are calling for the rapid rollout of an automated system that lets vendors submit invoices and reports, and receive payments electronically.<br>

Two Defense Department undersecretaries have issued a memorandum calling for the rapid rollout of an automated system that lets vendors submit invoices and reports, and receive payments electronically.

The Wide Area Workflow system supports President Bush's management agenda for e-government and complies with Section 1008 of the 2001 National Defense Authorization Act concerning electronic invoicing, according to E.C. 'Pete' Aldridge Jr., undersecretary of Defense for acquisition, technology and logistics, and Dov S. Zakheim, the Defense comptroller.

The Defense Contract Management Agency has been deploying the workflow system to vendors with the greatest volume of monthly reports and invoices, as well as running pilots at a number of military posts. Sites using the system have reported that it eliminates late payments and Defense interest penalties, reduces mailing time and expense, and eliminates the manual payment process, the memo says.

'Utilization of this capability enables the department to reduce business operations cost and use valuable dollars for higher DOD priorities,' Aldridge and Zakheim said in the memo.

The Defense Department is expected to publish the policy and procedures for electronic submission and processing of payment requests in the Defense Federal Acquisition Regulation Supplement later today. The department will accept public comment on the policy for 60 days.
