, the Interior Department's deputy CIO, will retire this week after 32 years of government service.Since December 2000, Rachlin has worked at Interior, where she is responsible for implementing the Clinger-Cohen Act and overseeing IT policy.She worked closely with the CIO Council for the last few years as co-chairwoman of its Best Practices Subcommittee. Before coming to Interior, Rachlin was chief of agency applications services at the Agriculture Department's National Information Technology Center in Fort Collins, Colo., a veteran of senior privacy assignments in the public and private sectors, has been named the first privacy officer of the Homeland Security Department.Most recently, O'Connor Kelly was the Commerce Department's privacy officer, chief counsel for technology, and deputy director for policy and planning. Formerly, she was vice president for data protection and chief privacy officer for the online advertising agency DoubleClick Inc. of New York.O'Connor Kelly will be responsible for 'ensuring that the use of technologies within the department sustains, and does not erode, privacy protections,' according to a Homeland Security statement.Delaware CIO is the new vice president of the National Association of State Chief Information Officers. Jarrett replaced Maine CIO Harry Lanphear in the NASCIO post.Jarrett was the First State's first CIO, appointed by Gov. Ruth Ann Minner in September 2001. Before that, he was director of government and education relations for Verizon Communications Inc.Army has been confirmed as the new chief of the National Guard Bureau. Since August, Blum had been chief of staff for both the Northern Command and the North American Aerospace Defense Command at Peterson Air Force Base, Colo.He succeeds , who retired last summer. had been the Guard's acting chief.
