The National Security Agency has appointed Army Maj. Gen. Richard J. Quirk III as director for signals intelligence.

The National Security Agency has appointed Army Maj. Gen. Richard J. Quirk III as director for signals intelligence.

'Having served as the deputy director for signals intelligence since August 2002, Quirk has helped define the agency's [signals intelligence] transformation during such world events as the global war on terrorism and Operation Iraqi Freedom,' Air Force Lt. Gen. Michael V. Hayden, NSA's director, said in statement.

Before joining NSA in 2001, Quirk was the director of intelligence for the Southern Command in Panama and Miami.

Hayden also announced that Charles E. Meals, who now works in the Signals Intelligence Customer Relationships Directorate, will be Quirk's deputy.

Quirk will replace Maureen Baginski, who is leaving NSA to become executive assistant director for intelligence at the FBI. In her new post, Baginski will guide the FBI's national intelligence program.

As SIGINT director at NSA, Baginski started a unified program to exploit encrypted or denied information on global networks. She began her NSA career as a Russian language instructor in 1979.
