Mark Forman, who has for the past two years led a sometimes unpopular effort to change the way agencies buy and manage IT resources, recently was honored by his peers for his efforts.[IMGCAP(2)] The Association for Federal Information Resources Management awarded Forman, the Office of Management and Budget's administrator for e-government and IT, its 24th annual Executive Leadership Award.'Mark Forman fundamentally moved the government beyond where we thought it could be,' said Ira Hobbs, deputy CIO of the Agriculture Department and emcee of the awards ceremony in Washington. 'To make things happen in government, you need someone to be the planner, resource provider, architect and people person, and Mark fits those roles very well.'[IMGCAP(3)] Forman said agency success hasn't come just from his leadership but 'from innovative and special people who work through these tough issues.'AFFIRM also honored eight other government, industry and academic executives with leadership awards, citing the officials' contributions to improving IT management.Larry Williams, associate professor of information systems at George Washington University, received the AFFIRM Executive Board Special Recognition Award.[IMGCAP(4)] The other winners were:Also at the event, Scott Hastings, CIO of the Bureau of Immigration and Customs Enforcement at the Homeland Security Department, was introduced as AFFIRM's new president. He replaces Laura Callahan, who is on administrative leave from DHS.

David Drabkin, deputy associate administrator for acquisition policy at the General Services Administration, for acquisition and procurement

Charlie Grymes, program manager for Recreation One-Stop at the Interior Department, for service to the citizen
Hobbs, for innovation in project management
Norman Lorentz, chief technology officer at OMB, for service to the government IT community.
