, a 36-year veteran of the federal government, has stepped down as special assistant for infrastructure and information assurance with the Homeland Security Department to take an industry job.League is now in charge of the DHS business unit of G&B Solutions Inc. of McLean, Va.Before joining Homeland Security, she was CIO of the Defense Information Systems Agency. At DHS, she worked in the Office of the National Communications System, part of the Information Analysis and Infrastructure Protection Directorate.League, a member of the Senior Executive Service, also is a past president of the Government IT Executive Council.The Council for Excellence in Government has tapped to oversee leadership and performance initiatives.Douglas, who began work last month, comes to the Washington nonprofit from EDS Corp.As vice president for leadership and performance at the council, Douglas will lead the excellence in government, senior fellows and e-government fellows programs. She replaces , who left in December to work for Touchstone Consulting Group Inc. of Washington., a retired Air Force colonel who specializes in Defense communications, has become vice president of federal systems at PhotonEx Corp. of Maynard, Mass.Jones, a former Defense Information Systems Agency vice commander and DISA Western Hemisphere commander, was responsible for consolidating 100 computer centers into 16 DISA-run megacenters.The IRS has named its chief human capital officer, a new position under , deputy commissioner for operations support.The Homeland Security Act of 2002 required that agencies appoint chief human capital officers. Babers, who joined the IRS in 1999, had been director of technical services in the Appeal Division.The Small Business Administration has hired as an e-government project manager.Gibbs, who recently worked for the Office of Personnel Management, oversaw the Enterprise Human Resource Integration Quicksilver project until May, when OPM reassigned her to perform IT privacy assessments for the agency.She will be the implementation manager for the Business Gateway, the new name for SBA's e-government project, Business Compliance One-Stop. She does not replace current project manager but will assist him in the day-to-day work.
