In addition to nine DOD initiatives, the Army council approved 16 projects to help streamline business methods, and the Navy chose six new e-business projects'ranging from procurement automation to operational training'to receive funding.
'This cycle of submissions was the largest effort thus far, with the most initiatives submitted and approved,' R.L. Brownlee, acting secretary of the Army, said in a statement.
The Army received 32 proposals for BIC initiatives during the current cycle. 'Our need for more efficient and effective business processes has never been more critical' Brownlee said.
DOD approved its ninth set of initiatives in July. The projects include implementing software asset management departmentwide, modernizing the Defense Priority Placement Program and establishing a testing and training policy that complies with a common architecture for range systems.
Among the projects that were approved by the Army Business Initiatives Council are:
- An enterprise system to conduct Armywide reverse auctions
- An object-based publication system comprised of low-level, standalone topics stored as Extensible Markup Language files in a Web database
- A one-year pilot of Internet video, Web collaboration and digitized records to allow Virtual Army board participants to work at home
- Tools to better schedule and track Secret IP Router Network installations, reducing service delays and improving efficiency.
- Joint Expeditionary Warfare Logistics'Marines based at Port Hueneme, Calif., will develop a system to provide asset visibility for all naval construction projects in the Corps' Common Logistics Command and Control System.
- Training and Operational Readiness Information Services'The Afloat Training Group for the Pacific in San Diego will devise a way to capture, store, retrieve and share performance data from operational exercises.
- Shipboard Movement Tracking'The Marine Corps will test the use of handheld scanners to wirelessly track bar-coded assets during embarkation.
- Zoned Automated Procurement'IT Integration with One Touch Support'The Naval Supply Systems Command will include zoned procurements in the service's One Touch Support Program.
- Metrics and Status for Performance-Based Logistics Management'The Naval Inventory Control Point in Mechanicsburg, Pa., will draft measurement methods for monitoring performance-based logistics contracts.
- Supplier Relationship Management and Enablement'The Fleet and Industrial Supply Center in Norfolk, Va., will build a Web interface for maintaining supplier contract and catalog information on DOD's online buying site, EMall.
