Patrick M. Hughes has been named assistant secretary for information analysis in the Homeland Security Department's Information Analysis and Infrastructure Protection Directorate. James F. Sloan has been appointed the Coast Guard's assistant commandant for intelligence.<br>

President Bush has named retired Lt. Gen. Patrick M. Hughes, a military intelligence veteran, as assistant secretary for information analysis in the Homeland Security Department's Information Analysis and Infrastructure Protection Directorate. And Coast Guard commandant Adm. Thomas Collins has chosen James F. Sloan as the service's assistant commandant for intelligence.

The White House announced Hughes' appointment Nov. 10. He has been a consultant in Arlington, Va., after retiring as director of the Defense Intelligence Agency in 1999. Hughes enlisted in the Army in 1962, left the service in 1965, and rejoined as an officer following his graduation from Montana State University in 1968. He has held a progressively responsible series of military intelligence jobs.

Hughes succeeds CIA veteran Paul J. Redmond, the first assistant secretary for information analysis. The department announced in June that Redmond was retiring for health reasons. His tenure was marked by testimony before the House Select Committee for Homeland Security that the directorate had few intelligence and bioterrorism analysts.

The Coast Guard announced Sloan's appointment as one of six deputy commandants Oct. 21. Sloan joined the Guard from the Treasury Department, where he had been head of the Financial Crimes Enforcement Network since 1999. Sloan also worked in the Secret Service for 21 years, most recently as deputy assistant director for protective operations.

The Guard's previous intelligence chief was Frances Frago Townsend, a former Justice Department attorney and prosecutor who became deputy assistant to the president and deputy national security adviser for combating terrorism on June 1.
