Akers will manage all major FEDSIM projects, including task orders associated with major integration projects from Millennia, Millennia Lite and other governmentwide acquisition contracts.
McCurdy, who had been at the helm of FEDSIM for seven years, will take another job at GSA when he returns.
Robert Liscouski is the new manager of the Homeland Security Department's National Communications System. That task was added this month to his duties as DHS assistant secretary for information analysis and infrastructure protection.
NCS operates federal emergency telecommunications systems including the Government Emergency Telecommunications Service, the Wireless Priority Service and the Telecommunications Services Priority.
Thomas Bloom month will leave his job as director of the Defense Finance and Accounting Service to become chief financial officer at the Federal Aviation Administration.
Bloom has headed the world's largest finance and accounting organization since May 1999. In a letter to DFAS employees, he commended their performance despite a 25 percent reduction in the total work force since 1999.
Under Bloom's tenure, the agency began a major modernization effort to consolidate more than 250 disparate and outdated accounting systems.
Daniel P. Matthews, CIO of the Transportation Department, is the new vice chairman of the CIO Council.
Matthews, who has been Transportation CIO since March, replaces Karen Evans who, with her appointment in early September as the Office of Management and Budget's administrator for e-government and IT, became the council's director.
