, technical director of the Air Force Standard Systems Group at Gunter Annex-Maxwell Air Force Base, Alabama, retired this month after more than 37 years of government service.Heitkamp, who joined the Air Force in 1966, was responsible for overall technical direction of support information systems for more than 200 locations in the United States and overseas. He also was director of the Air Force Information Technology Commodity Council, which develops enterprisewide buying strategies.

Mary Whitley
She has joined Unisys Corp. as a managing partner for defense in the company's global infrastructure services sector. Deputy assistant commissioner for CRM and sales Mary Davie has taken over for Whitley on an interim basis.
Zamai Azmi is the FBI's acting CIO. FBI director Robert S. Mueller IIIWilson Lowery, the bureau's executive assistant director for administration, who had been acting CIO.
Azmi formerly was CIO of the Executive Office for U.S. Attorneys in the Justice Department.
Mueller also appointed Stephen Schmidt, former chief of the FBI Cyberdivision's Special Technologies and Applications Section, as the bureau's acting chief technology officer. Schmidt succeeds Justin Lindsey, who moved to Justice as chief technology officer.
Kamela White has been named as the Office of Management and Budget's new E-government portfolio manager for the government-to-government Quicksilver projects.
White replaces Tony Frater, who went to work in August for Dutko Group, a Washington lobbying firm.
Before becoming the portfolio manager, White worked as senior policy analyst in OMB's Office of Information Policy and Technology for about four years, concentrating on IT security issues, including the annual agency cybersecurity report to Congress.
White's portfolio includes Disaster Management, E-Vital, Geospatial One-Stop, Grants.gov and Safecom.
Deidre Lee returned this month to her job as the Defense Department's procurement director after three months of overseeing reconstruction procurements in Iraq.
Lee took a temporary leave in October to advise the Coalition Provisional Authority on acquisition strategies for a wide range of reconstruction projects.
