Following guidance from the Office of Management and Budget, the Army Corps of Engineers wants to establish a single contract vehicle for most IT services, the corps' CIO said this morning.

Will Berrios, speaking at a forum held by Federal Sources Inc., of McLean, Va., said the corps has 972 contracts for IT services. He'd like to reduce that to one.

The consolidation of contracts is part of a larger initiative, announced in November, to unify the corps' IT services into eight regional centers. IT services have been managed at the district level, Berrios said.

The regionalization effort will consolidate IT services, using a fee-for-service model wherever possible. Approximately 71 percent of the agency's IT budget goes for administration and management, according to an inventory conducted under the 2003 Federal Activities Inventory Reform Act. Berrios said that the agency wants to reduce that percentage.

Berrios had no time frame for when a contract vehicle will be ready, or when the regionalization would be completed. He said the agency plans to undertake competitive-sourcing reviews under OMB Circular A-76, and a time frame may be established after that.

An aging workforce is another factor in moving to a unified contract vehicle'Berrios said that 95 percent of the corps' IT workforce will be eligible for retirement within five years.

He said that, in all likelihood, individual contracts will still exist, because some work needs to be carried out at the local level. Nonetheless, the agency is striving for a unified contract for most IT services.

'The old way of business is drying up,' Berrios said.
