Work centers on incorporating records management into agency IT business cases and as a layer in Federal Enterprise Architecture.

The Office of Management and Budget and the National Archives and Records Administration are working on incorporating records management into agency IT business cases and as a layer in the Federal Enterprise Architecture.

Reynolds Cahoon, NARA CIO, today said since records management crosses all lines of business, it must be incorporated in the IT project planning and development processes.

'There is a tremendous amount of work to do in writing guidance, regulations and creating standard practices,' Cahoon said at a breakfast in McLean, Va., sponsored by FSI of McLean, Va. 'If records management is not embedded in the enterprise architecture, and capital planning and investment control processes, it will not stick.'

Cahoon said NARA is working with OMB officials to add records management questions into the business case guidance for the fiscal 2006 budget submission.

After getting records management questions in the business cases, Cahoon said it must be built into the system-development lifecycle to ensure records are properly managed.

NARA also has been working with OMB's Federal Enterprise Architecture Program Management Office for the last six months to figure out where the records management layer belongs in the FEA.

'We would like to identify reusable business processes that get to the core of record management transactions,' he said. 'We are putting the elements in place to make records management a fundamental part of the federal government's business processes.'
