Success of Do Not Call list earned the FTC one of five federal 2004 American Council for Technology Intergovernmental Solutions awards.

PHILADELPHIA'The Federal Trade Commission's National Do Not Call Registry not only is popular with the average citizen who doesn't want telemarketing calls, but IT experts also recognized its achievement.

In almost a year, more than 55 million citizens signed up for the Do Not Call list at www.donotcall.gov. The success of this project earned the FTC one of five federal 2004 American Council for Technology Intergovernmental Solutions awards. ACT also honored two state and local government projects at the 24th annual Management of Change conference.

The awards honor federal, state and local government IT projects that embody collaboration, an innovative use of technology, achieving results and the ability for other agencies to use the system. ACT received 58 nominations, including 49 federal projects. It named 20 federal and four state finalists and then named the top winners.

Along with the Do Not Call Registry, the other winners included:

  • The Justice Department's Global Justice Extensible Markup Language Data Model and Data Dictionary, which helps law enforcement and public safety communities share information in a timely and secure manner by providing a common language for disparate systems


  • The General Services Administration's GSA Advantage, which provides a one-stop shop for agency employees to order from the Federal Supply Service schedules


  • The Navy's Joint Expeditionary Warfare Logistics System, which is an online application that provides logistics command and control capabilities to naval forces, and facilitates interoperability between multiple military components


  • The Defense Department's Standard Procurement System, which replaced 70 different contract writing systems with a standard method to purchase goods and services.




  • Montgomery County, Md.'s Bi-directional Amplifier System for the Potomac River, which provides 800 MHz portable-radio coverage for the county's fire and rescue service to complete missions on the Potomac River, and also provides interoperability with Fairfax and Loudoun counties in Virginia


  • The Kentucky Transportation Cabinet and Louisville's Traffic Response and Incident Management Assisting the River Cities, Auto Incident Recording System, which assists local law enforcement authorities in gathering incident data using video cameras, microphones, computers and a video recording system.
