CAMBRIDGE, Md.--As the federal government struggles with finding, hiring and training enough qualified IT workers, Sandra Smith led the charge to alleviate the training concerns.
Smith, who works for the Agriculture Department and the CIO Council's IT Workforce committee, was the technical project lead in developing the council's IT Roadmap tool that lets employees assess competencies, identify skills gaps and develop action plans to develop their careers.
For her efforts, Smith was one of three federal employees to receive the first annual CIO Council Awards yesterday at the 2004 Interagency Resources Management Conference.
The council recognized individuals and one project team for their dedication and commitment to improve and impact how government services are delivered, said Dan Matthews, Transportation Department CIO and vice-chairman of the council.
Floyd Groce, the co-chairman of the Defense Department's Enterprise Software Initiative, and Mark Luttner, the director of the Environmental Protection Agency's Information Collection Office, joined Smith as the inaugural awardees.
The council recognized Groce for his leadership in DOD's efforts to establish agreements with vendors and resellers to gain volume discounts for software products.
Luttner received his honor for his leadership on EPA's Environmental Information Exchange Network. The system uses e-government technologies, such as Web services, and established data standards to help EPA and state environmental agencies security share data.
The General Services Administration's Core.gov project team received the CIO Council's first group award.
The team of Annie Barr, Lee Ellis and Marion Royal helped establish an enterprise architecture component registry to increase the adoption of common business practices.
