The Agency for International Development and the State Department are moving closer to merging their back-office systems.

HERSHEY, Pa.'The Agency for International Development and the State Department are moving closer to merging their back-office systems.

For the fiscal 2006 budget process, the two agencies submitted a business case to pay for a shared enterprise architecture and already are working on their first joint EA effort on telecommunications and IT security.

Joseph Gueron, USAID chief of information policy and administration division, yesterday said the joint business cases will pay for the development of the modernization blueprint so the two agencies can share resources more effectively and find areas suitable for collaboration.

'We have our Intranet connected and are working on a joint financial management system,' Gueron said in a panel discussion at the 14th annual Executive Leadership Conference sponsored by the Industry Advisory Council and the American Council for Technology. 'We also have just begun working on a joint procurement system. All of this will rationalize the technologies to make them more useful for us.'

State and USAID expect to finish the 'as-is' portion of the enterprise architecture for telecommunications and cybersecurity by early January and the 'to-be' architecture before the end of 2005. The agencies will put the telecommunications and security data in a repository, which eventually will include all the information on all joint efforts, Gueron said.

'We are developing a joint enterprise architecture governance structure to be a part of the joint management council of senior executives we already established,' he said.

Gueron added that his agency wants to identify areas where they can link the business cases to the management challenges of the agencies.

'We asked the mid-level managers what challenges they have, and those have become the motivator to use the enterprise architecture,' Gueron said.
