Office of Personnel Management director <b>Kay Coles James</b>, who over the last four years has overseen some major IT initiatives at OPM, will leave her job at month's end.
Office of Personnel Management director , who over the last four years has overseen some major IT initiatives at OPM, will leave her job at month's end.OPM's deputy director will serve as interim director until a new director takes over.During James' tenure, OPM oversaw five Quicksilver e-government projects to upgrade federal hiring, recruitment, retention and retirement systems. James also led the move to transfer all personnel files to electronic format and have OPM perform background checks on 90 to 95 percent of all federal employees.James did not say what she plans to do next. Some have speculated that James might run for Virginia governor or another high-profile job in the state. Before joining OPM, she was Virginia's secretary for health and human resources under former Gov. George Allen., commissioner of the Federal Technology Service, will retire Feb. 11 after a 35-year government career. Bates said she plans to take some time off to spend with her family before deciding what to do next. Bates has received many honors, including the prestigious John J. Franke Award from the American Council for Technology. She spent two stints with GSA, first working in telecom at the agency between 1969 and 1979. She returned to join FTS in 1996 and became commissioner in 2000., former head of the Government Accountability Office's IT management issues group, is leaving the Council for Excellence in Government to join the research firm Gartner Inc. of Stamford, Conn. McClure will become research director for Gartner's global public-sector group. He has been vice president of the Council for Excellence in Government, a Washington nonprofit, since July 2002.The Office of Management and Budget has tapped as its new manager of the government-to-government Quicksilver portfolio and Grants Management Lines of Business initiative. Higgins replaces , who has resumed her duties in OMB's Office of Information and Regulatory Affairs.
