President Bush has nominated Linda Combs to be controller of the Office of Federal Financial Management at the Office of Management and Budget.

The Transportation Department's CFO is set to become the nation's next controller. President Bush has nominated Linda Combs to be controller of the Office of Federal Financial Management at the Office of Management and Budget. Combs currently serves as CFO and assistant secretary of Transportation for Budget and Programs. The Senate must approve her nomination.

Combs will replace Linda Springer, who announced in November that she planned to leave government.

Combs previously served as CFO at the Environmental Protection Agency and during President George H.W. Bush's administration as assistant secretary for management and CFO at the Treasury Department. She has held senior management and financial positions at other federal agencies, as well as in state and local government.

Combs also served as vice chair of the advisory President's Council for Management Improvement whose recommendations led to the landmark Chief Financial Officers Act of 1990, which established a financial leadership structure and strengthened accountability.

As CFO, Combs has been responsible for implementing a major segment of the President's Management Agenda. As a member of the governmentwide CFO Council, she is in charge of the recently deployed Metric Tracking System that measures the performance of agencies' financial indicators so Congress can monitor the financial health of the government and target reforms.The tracking system lets the public for the first time view the financial health of federal agencies here.

Combs earned bachelor's and master's degrees from Appalachian State University and a Ph.D. from Virginia Polytechnic Institute.
