The Energy Department was close on their heels with four green status and
four green progress scores, the Office of Management and Budget said.
Federal agencies have improved by more than a dozen progress scores and
four status scores across the five PMA categories of human capital,
competitive sourcing, improved financial performance, e-government, and
budget and performance integration. The latest scorecard covers January
through March.
The Education Department's federal student aid program graduated to
green by improving management, developing and implementing action plans,
and holding its leadership accountable for meeting milestones. That
caused the Government Accountability Office to take the student aid
program off its high-risk list.
The Defense Department's military housing program also achieved green
honors for demonstrating ability to privatize or eliminate all
inadequate military family housing by fiscal 2007. DOD has privatized
about half the 185,000 units targeted for improvement.
The Small Business Administration was the sole agency to raise its
status score for e-government progress to green, joining seven other
agencies already there.
"While many agencies have taken concrete steps toward meeting their
management goals, we still face the challenge of ensuring that agencies
remain focused on their opportunity to enhance performance," said Clay
Johnson, OMB's deputy director for management, in a statement.
Despite progress elsewhere, the Veterans Affairs Department and General
Services Administration both dropped one notch to red in budget and
performance integration. Several agencies slipped in 19 progress scores.
Each quarter OMB rates agencies with green, yellow or red scores for
their efforts to fulfill the management agenda [see GCN coverage].
Green means an agency has met all the standards. Yellow means it has
fulfilled some but not all requirements, and red indicates serious
problems.
