NMCI management gets restructured

A draft memo says the Navy is planning to move oversight of the Navy-Marine Corps Intranet program and other initiatives to a new program office headed by Rear Adm. James B. Godwin III.
The Navy is planning to restructure the Navy-Marine Corps Intranet program, moving oversight of all business IT, server consolidation and legacy network reduction to a new program office headed up by Rear Adm. James B. Godwin III.
According to a draft memorandum from John Young, assistant Navy secretary for research, development and acquisition, the restructuring is designed to improve the effectiveness and efficiency of Navy IT acquisition.
Under the plan, Godwin, currently the director of NMCI, would become the direct-reporting program manager (DRPM) for NMCI with key oversight responsibilities for several other initiatives.
Server consolidation and legacy network reduction are currently handled by the Navy's Program Executive Office for IT. According to the memo, DRPM NMCI would work with the Space and Naval Warfare Systems Command and the Marine Corps Systems Command to restructure the two current NMCI program offices and work with PEO IT on server consolidation and legacy network reduction.
If the plan is approved, it is unclear what will happen to PEO IT and Steve Ehrler, currently the Navy's program executive officer for IT.
Ehrler couldn't be reached for comment. An assistant in Young's office said the plan is only in draft form and hasn't been signed by Young.
"It will go back for review. I don't know if it's going to be signed in that form or another form, but that's where it sits right now," the assistant said.
The memo said Young would review milestones and status of implementation, evaluate what resources are available for the additional responsibilities and assess a charter for the new DRPM structure. It also said PEO IT within 30 days would present Young with a charter reflecting its revised areas of control.
The NMCI program office declined comment on the new position slated for Godwin.
"This subject is not official so it is inappropriate to discuss at this time," said Denise Deon, a spokeswoman for the NMCI program office.
