Army Lt. Col. John Kilgallon, a graduate of Johns Hopkins University, was chosen to replace Lt. Col. Joseph Klumpp, who led the AHRS initiative for the last three years.

A new product manager was named for the Army Human Resource System during a change of charter ceremony today at Fort Belvoir, Va.

Army Lt. Col. John Kilgallon, a graduate of Johns Hopkins University, was chosen to replace Lt. Col. Joseph Klumpp, who led the AHRS initiative for the last three years.

Kilgallon has been in the acquisition corps since 1995. Klumpp is retiring after 21 years of active service.

Under Klumpp's leadership, AHRS won a GCN agency award in October 2004 for its Electronic Military Personnel Office (eMILPO) system. Klumpp's office replaced the legacy Standard Installation/Division Personnel System-3 system that the Army had used for more than 30 years for personnel and pay functions.

AHRS is responsible for developing, testing and deploying personnel systems that support soldiers in the field. The division developed eMILPO to put the service on a better footing when it transitions military personnel data to the Defense Integrated Military Human Resources System by 2006.

Touted as one of the world's largest HR systems, DIMHRS will replace 88 legacy personnel and pay systems across the services with a single database for the military's active and reserve units. EMILPO will eventually be shut down, as will the other services' HR systems, after they migrate to DIMHRS.
