The Army has released a request for proposals for a $5 billion procurement vehicle that will standardize desktop and notebook computer purchases.The Army Desktop and Mobile Computing 2 program will consist of multiple-award, indefinite-delivery, indefinite-quantity contracts that will run for a three-year base period, with three two-year options.Responses are due Nov. 21, and officials expect to award the contracts Jan. 27, 2006. The Army will buy from the winning contractors' offerings.Following the success of the Air Force IT Commodity Council, established in June 2003, the Army decided to mandate twice-yearly commodity buys of PCs, laptops and other hardware devices through ADMC-2.The Army expects the commodity purchases to save money, promote enterprise solutions, enhance interoperability and improve security, officials said.The Air Force Research Laboratory has awarded a $49.9 million contract to Northrop Grumman Corp. to provide systems engineering to users of technologies for secure messaging systems.Under the contract, the company will operate and maintain the processor applications and extensions for communications support at various government sites, the Defense Department said.Northrop Grumman also will develop techniques to implement secure messaging technologies. The company will deliver software, hardware and functional and technical documentation. The messaging systems can involve e-mail, instant messaging or other proprietary systems.The Air Force Research Laboratory develops and integrates warfighting technologies for the country's air and space forces. It conducts basic research, applied re- search and advanced technology development.The Defense Department has awarded two one-year contracts totaling $19.8 million to CACI International Inc. of Arlington, Va., to provide managed network services for the Office of the Secretary of Defense.The first contract is for $15.2 million to support two OSD offices and to provide overall enterprise architecture. The second contract is a $4.6 million project to support four other OSD components.Both projects support OSD transformation initiatives to consolidate IT services and will standardize services for classified and unclassified networks that include systems directly supporting homeland security and the war on terrorism.The OSD is the principal staff element of the secretary of Defense in the exercise of policy development, planning, resource management, fiscal and program evaluation responsibilities. It includes 17 separate components, each with differing IT contracts and levels of support.CACI will work on standardization and integration across six components and 7,000 users. The company will support networks ranging from business management to homeland security, disaster recovery and the war on terrorism.
