The purpose of the center is make use of publicly available information sources'including the Internet, databases, press, radio, television, video, glossaries, photos and commercial imagery'for analysis, research, training and IT management to facilitate governmentwide access and use.
The center is part of ODNI, but will be based at the CIA. John Negroponte, director of national intelligence, and Porter Goss, director of the CIA, made the announcement Nov. 8.
'The Open Source Center is the centerpiece of my response to the WMD Commission's recommendations calling for the intelligence community to devote more attention and resources to exploiting openly available information,' Negroponte said in a statement.
Douglas Naquin, a senior CIA manager with extensive experience in open source and IT, will serve as the center's director. Two deputy positions also have been created: a deputy for community integration and a deputy for open-source operations.
In addition, a new position, assistant deputy director of national intelligence for open source, has been created at ODNI. The person to fill that role will be announced in the near future, according to the statement.
ONDI personnel appointments announced
Several senior positions also have been filled at ODNI.
Eric Boswell has been named assistant deputy director for security, while Melvin Heritage will serve as assistant deputy director and senior acquisition executive. Both will report to the deputy DNI for management.
Mark Ewing has been named principal assistant deputy director, Charlotte Martinsson assistant deputy director for intelligence capability requirements, and Mark Roth assistant deputy director for the national intelligence priorities framework, all in the office of the deputy DNI for customer outcomes.
Shishu Gupta has been named as associate deputy director for systems engineering and information integration in the office of the deputy DNI for collection.
Navy Capt. Ronald Rice will serve as assistant deputy director for customer support and Michael Wertheimer as assistant deputy director and chief technology officer in the office of the deputy DNI for analysis.
