West will succeed Tom Pyke, who left Commerce in November to become Energy Department CIO. Karen Hogan, deputy CIO at Commerce since 2000, has been acting CIO.
West will stay at FEMA until June 9 to ensure a smooth transition, he said, and will join Commerce June 12.
West joined FEMA as CIO in October 2003 after 14 years at Commerce
West's deputy, Jeanne Etzel, will work as acting CIO at FEMA until the agency gains a permanent IT chief, he added.
Tarrazzia Martin has left Citizenship and Immigration Services, where she was acting CIO, to work for Dale Meyerrose, who runs the CIO Office for the Director of National Intelligence.
Martin will support efforts to create information-sharing methods between the intelligence community and the Defense and Homeland Security departments, a CIS spokesman said.
Martin joined CIS as its first IT chief in spring 2003.
The Small Business Administration has tapped 27-year government veteran Christine Liu as its new CIO.
Liu comes to SBA from the State Department, where she had served as acting deputy CIO and chief knowledge officer since March 2005.
At State, she helped manage and develop State's joint IT strategic plan with the Agency for International Development and played key roles in State's enterprise architecture activities and its IT investment portfolio.
Deputy CIO Charles McClam had been serving as acting CIO since September 2005.
Veterans Affairs Department secretary James Nicholson has named Robert Howard as supervisor of the Office of Information and Technology.
Nicholson selected Howard for the role until an acting CIO and acting assistant secretary for the Office of Information Technology can be chosen. White House approval is needed for the acting position.
Howard has been senior adviser to VA deputy secretary Gordon Mansfield since May 2005.
Former CIO Robert McFarland, a retired Dell Computer Corp. executive, announced his resignation last month, after serving as CIO and assistant secretary for information and technology since January 2004.
