OMB's Shea wins leadership award

Robert Shea, the counsel to Clay Johnson, the Office of Management and Budget's deputy director for management, won the Association for Federal Information Resources Management's annual Executive Leadership award for his work in establishing measures that determine whether agency programs are successful.
Robert Shea took a humble approach upon his acceptance of the Association for Federal Information Resources Management's annual Executive Leadership award.
Speaking at an AFFIRM luncheon Wednesday in Washington, Shea, who serves as counsel to Clay Johnson, the Office of Management and Budget's deputy director for management, said his work is not sexy and, in fact, is relatively simple.
'The government needs to do a better job of articulating what it is supposed to be achieving,' Shea said.
Shea won the award for his work in establishing measures that determine whether agency programs are successful. In particular, he developed and oversaw the creation of OMB's ExpectMore.gov Web site, a portal that details federal programs that are'and are not'effective.
ExpectMore.gov draws from information gathered by OMB's Program Assessment Rating Tool, which assesses programs from the perspective of the President's Management Agenda.
According to Shea, both PART and PMA are 'simple, sophomoric tools to clearly identify our goals and make sure we are achieving them in the most efficient way possible.'
Shea joked that the improvements certain programs have seen from both tools are 'immeasurable,' but then added quickly: 'Actually, they are measurable, and you can find them at ExpectMore.gov.'

- Leadership Award in Acquisition and Procurement: Elaine Duke, chief procurement officer at the Homeland Security Department
- Leadership Award for Service to the Citizen: National Park Service's Recreation One-Stop Web site
- Leadership in E-Government: Steven Law, deputy secretary at the Labor Department
- Leadership Award for Innovative Application: Thomas Modly, Defense Department deputy undersecretary of Defense, financial management
- Leadership Award in Service to the Government IT Community: The National Institute of Standards and Technology's Federal Information Security Management Act Program Office.
