He will fill the position left vacant when was appointed the Defense Department's CIO and deputy assistant secretary for information technology.Carey came to the Navy CIO's office in 2000 and became deputy CIO in December 2002. He is a commander in the Navy, currently on duty in Iraq, attached to a Navy Reserve unit. His estimated return date is early 2007. , who has been acting Navy deputy CIO during Carey's deployment, will serve as acting CIO until he returns.The Defense Department's Business Transformation Agency has named David Fisher as its acting director.One year after BTA was established, and 'who had been serving jointly as directors'announced a restructuring, placing Fisher at the agency's helm until a permanent director is hired. Fisher has formerly worked as DOD's lead for transformation planning and performance. Before joining the Defense Department, Fisher was a managing director with BearingPoint.In addition to Fisher, Brinkley and Modly named Radha Sekar as assistant deputy chief financial officer in the Office of the Undersecretary of Defense. In that position, Sekar will serve as the 'functional sponsor' of several initiatives, including the Business Enterprise Information Systems (BEIS), Intragovernmental Value Added Network (IVAN) and Strategic Resource Decision System (SRDS) programs. will become the BTA lead for the BEIS, IVAN and SRDS initiatives.The General Services Administration's is retiring from government within the year'maybe as early as January.GSA announced earlier this month that it would replace Sindelar with as the new acting associate administrator for the Office of Governmentwide Policy. Sindelar, a federal employee for almost 33 years, will likely take a job in the private sector.Sindelar has been with GSA for 26 years, the last 12 months as acting associate administrator, taking over for .Messner currently heads GSA's congressional and intergovernmental affairs office.Treasury Department CIO Ira Hobbs will retire Jan. 3. Hobbs has been Treasury CIO since June 2004, after two decades at the Agriculture Department.At Treasury, Hobbs oversaw a $2.6 billion IT portfolio, expanding skilled management for capital planning and information management, cybersecurity and e-government.Prior to his work at Treasury, he had been deputy CIO for seven years at USDA.Hobbs co-chairs the Federal CIO Council's Workforce and Human Capital for IT Committee, which works to improve the recruitment, retention and skills of the federal government's IT workforce.
