Top state IT leaders have adopted a new strategic plan aimed at putting a stronger emphasis on CIO leadership.

Top state IT leaders from the National Association of State Chief Information Officers have adopted a new strategic plan aimed at putting a stronger emphasis on CIO leadership.

One of the goals of the new strategic vision is to improve state CIOs’ awareness of strategic information technology issues and solutions.

Other goals include identifying and promoting leading practices and innovations to support, enable and transform the business of state government. Plus, organization leaders want to continue to share experiences and expertise among members.

As guiding principles, NASCIO officers will:

  • Be non-partisan.
  • Be ethical in actions and relationships.
  • Foster policies that support the public trust.
  • Focus on multi-jurisdictional issues.
  • Promote open standards and best practices.
  • Promote strategic alignment of government technology investments and state business agendas.
  • Promote the CIO as the technology leader who drives innovation and transformation.

“The NASCIO Executive Committee held a strategic planning session focused on the priorities and future vision of the association,” said Dugan Petty, NASCIO president and Oregon CIO. “The new strategic plan reinforces the association’s mission, vision and guiding principles and strengthens NASCIO’s ability to support CIOs as state leaders.”

NASCIO relies on its strategic plan to guide the development of the annual business plan and supporting performance measurement. Strategic initiatives to be addressed are determined by the Executive Committee after assessing state members' priorities, as well as emerging national trends and issues.

A NASCIO survey issued October 2011 indicated that state CIOs' influence is on the rise as state governments turn to them to help bring order during a time of economic upheaval. Consolidation and shared services were top priorities for many of the CIOs surveyed.
