Lemuel C. Stewart is the new CIO of Virginia, responsible for day-to-day IT operations and long-term strategy.<br>

State officials today named Lemuel C. Stewart the new CIO of Virginia, completing a four-month search.

Stewart, who will start Feb. 1, will handle the day-to-day operations of the state's IT systems and will answer to the IT Investment Board. The state legislature created the board in July to carry out Gov. Mark Warner's IT reform agenda. Warner named George Newstrom, then the state CIO, to lead the board, leaving the CIO's position vacant.

Along with the day-to-day IT operations, Stewart also will monitor IT trends, developing a statewide strategic IT plan, and planning for the acquisition and management of IT.

Stewart is the president of Executive Partners of Glen Allen, Va., a business and IT consulting firm. He also has more than 30 years of experience in IT, including serving as the president of the EDI Healthcare Services Division for Quadramed Corp. of San Francisco and as president of Health Communications Services Inc. for Trigon Blue Cross/Blue Shield of Virginia.

'Given the context of the IT transformation efforts under way, both organizationally and technically, the board sought someone who would be a change agent and an experienced leader,' said Len Pomata, board CIO search committee chairman and president of the federal office for webMethods Inc. of Fairfax, Va.

Stewart graduated from East Tennessee State University and Richard Bland College of the College of William and Mary.
