Ten state technology initiatives have been recognized for
achievement by the National Association of State Chief Information
Officers.
NASCIO’s 2008 Recognition Awards for Outstanding
Achievement in the Field of Information Technology in State
Government were awarded in 10 categories. Winners were judged on
programs that used best practices, supported the public policy
goals of state leaders, represented an innovative use of existing
technology or the use of new technology, assisted government
officials to efficiently execute their duties, provided
cost-effective service to citizens and are transferable to other
agencies or units of government.
Winners were chosen from 114 submissions. The awards committee
was comprised of NASCIO state and corporate members representing
public and private IT organizations. The following is a list of
award recipients organized by category:
Business Continuity and Disaster Recovery: Michigan’s
enterprise storage, backup and recovery
Michigan has created enterprise storage and recovery solutions
that consist of more than 2.4 petabytes, which house data from
every state agency across its three main hosting centers. The
current server population of 1,600 runs across various OS
platforms. The state’s enterprise storage and backup has
enabled initiatives such as e-mail standardization, a common
statewide office platform and data center consolidation.
Cross-Boundary Collaboration and Partnerships: Los Angeles
Regional Transportation Management Center
The Los Angeles Regional Transportation Management Center is a
state-of-the-art facility that coordinates management between the
three California government entities responsible for managing
nearly 525 miles of freeway. The system transforms Los
Angeles’ freeway system into an Intelligent Transportation
System, encompassing a broad range of wireless and wire line
communications-based information and electronic technologies.
Data, Information and Knowledge Management: Pennsylvania
Justice Network (JNet) Statewide Consolidated Warrant
Search
The JNet provides a secure integrated justice system to all of
the commonwealth’s public-safety partners. The JNet portal
connects more than 33,000 authorized practitioners throughout
Pennsylvania’s 67 counties to information from various
contributing municipal, county, state and federal agencies. JNet
users can access more than 50 secure criminal-justice and
public-safety applications, including the Pennsylvania State
Police, the Administrative Office of Pennsylvania Courts and the
Pennsylvania Department of Corrections.
Digital Government (Government to Business): District of
Columbia’s Certified Business Enterprises (CBEs) Resource
Center
Washington’s Department of Small and Local Business
Development created an electronic system to manage CBEs (certified
small and local businesses). The District of Columbia requires each
of its 66 agencies to award 50 percent of their expendable budget
to purchase services and supplies from certified CBE companies. The
Web-based application allows companies to submit applications
online for CBE cerfication, and enables the agency to process the
applications via its intranet, verify that city agencies are
complying with city CBE participation requirements, track prime
contractor payments to subcontractors to verify compliance with CBE
participation plans, and provides outreach tools to proactively
reach the CBE community.
Digital Government (Government to Citizen): Michigan’s
Direct Certification Program
Michigan developed a technology system to directly certify
337,500 students for paper-free instant eligibility for free and
reduced meals at schools, eliminating the need for families to
apply directly. The system uses eligibility data previously
collected by other state agencies to automatically prequalify
children and notifies families that they have been enrolled via
U.S. mail.
