The National Association of State Chief Information Officers has released a guidance document to help state governments adopt the National Information Exchange Model that is designed to improve information sharing across government.
A Call to Action: Information Exchange Strategies for Effective State Government provides state CIOs with the background, guidance and recommendations in support of the adoption of NIEM. The recommendations describe the early steps that state CIOs can take to get started on this effort, NASCIO officials said.
Earlier this year, NASCIO officials joined the executive steering committee of NIEM to advise its members on the uses of the NIEM data framework among federal agencies and state and territorial governments.

NIEM is an Extensible Markup Language-based system designed to automate aspects of information sharing across far-flung agencies with collaborative interests in justice, law enforcement, public safety and emergency response. It is also considered a way for agencies to share routine program information over the Web.
NIEM is being considered as a potential framework for sharing health information among federal and state agencies with responsibilities for joint management of programs in the public health and health reform arena.
“NIEM has been widely adopted within the justice line of business,” said Kyle Schafer, NASCIO president and chief technology officer for the state of West Virginia. “We’re encouraging state government CIOs to bring the NIEM products and capabilities into their enterprise architecture and data management strategy for use across all government lines of business,” Schafer said.
NASCIO has been a long-time partner with the NIEM Initiative, said Doug Robinson, NASCIO executive director.
NASCIO recently conducted a survey of state CIOs to gauge awareness and adoption of NIEM. “Based on the results of that survey, we issued the statement of support and the call to action. We wanted to offer practical advice to CIOs on how to get started and sustain adoption of NIEM,” Robinson said.
